Polluted science: the EPA's campaign to expand clean air regulations

Fumento, Michael
In his book, Michael Fumento persuasively shows that the Environmental Protection Agency's (EPA) expansion of the Clean Air Act could burden Americans with major lifestyle changes and cost tens of billions of dollars-with no real benefit. The author looks at recent EPA proposals to tighten national air quality standards for particulate matter and ozone. He argues that the evidence supporting the health benefits of the new standards is extremely weak and ambiguous and has been distorted by the EPA. Furthermore, he says that proposing new regulations is absurd considering that the levels of these pollutants are already much lower than they used to be and are still dropping. By demanding pollution levels well below the level at which health effects are apparent, he says, the EPA labels all man-made emissions-even those that are harmless-as pollutants. He suggests that the clearest results of adopting the new standards would be to expand the agency's regulatory powers and set a precedent for making future revisions to air quality standards with little regard for demonstrated health effects. This book will appeal to environmental, energy and health policy makers and analysts, scientists, economists, legislators, and executives in utilities, chemical, transportation and manufacturing industries.

The children of Noah: Jewish seafaring in ancient times

Patai, Raphael
Here the late Raphael Patai (1910-1996) recreates the fascinating world of Jewish seafaring from Noah's voyage through the Diaspora of late antiquity. In a work of pioneering scholarship, Patai weaves together Biblical stories, Talmudic lore, and Midrash literature to bring alive the world of these ancient mariners. As he did in his highly acclaimed book The Jewish Alchemists, Patai explores a subject that has never before been investigated by scholars. Based on nearly sixty years of research, beginning with study he undertook for his doctoral dissertation, The Children of Noah is literally Patai's first book and his last. It is a work of unsurpassed scholarship, but it is accessible to general readers as well as scholars. An abundance of evidence demonstrates the importance of the sea in the lives of Jews throughout early recorded history. Jews built ships, sailed them, fought wars in them, battled storms in them, and lost their lives to the sea. Patai begins with the story of the deluge that is found in Genesis and profiles Noah, the father of all shipbuilders and seafarers. The sea, according to Patai's interpretation, can be seen as an image of the manifestation of God's power, and he reflects on its role in legends and tales of early times. The practical importance of the sea also led to the development of practical institutions, and Patai shows how Jewish seafaring had its own culture and how it influenced the cultures of Mediterranean life as well. Of course, Jewish sailors were subject to the same rabbinical laws as Jews who never set sail, and Patai describes how they went to extreme lengths to remain in adherence, even getting special emendations of laws to allow them to tie knots and adjust rigging on the Sabbath. The Children of Noah is a capstone to an extraordinary career. Patai was both a careful scholar and a gifted storyteller, and this work is at once a vivid history of a neglected aspect of Jewish culture and a treasure trove of sources for further study. It is a stimulating and delightful book.

Conflict and Complexity: Countering Terrorism, Insurgency, Ethnic and Regional Violence

Philip Vos Fellman,Yaneer Bar-Yam,Ali A. Minai
Complexity science affords a number of novel tools for examining terrorism, particularly network analysis and NK-Boolean fitness landscapes as well as other tools drawn from non-linear dynamical systems modeling. This book follows the methodologies of compex adaptive systems research in their application to aaddressing the problems of terrorism, specifically terrorist networks, their structure and various methods of mapping and interdicting them as well as exploring the complex landscape of network-centric and irregular warfare.

Computer Control and Human Error

Kletz, Trevor
Computer Control and Human Error presents accounts of various incidents at computer-controlled plants. These incidents include equipment and software faults; treating the computer as a "black box"; misjudging the way operators respond to the computer; errors in the data entry; failure to inform operators of changes in data or programs; and unauthorized interference with peripheral equipment. The discussion then turns to the use of hazard and operability studies (Hazops) to prevent or reduce errors in computer-controlled plants. The book describes the conventional Hazop as used in the process industry and an overview of the different Chazop frameworks/guidelines suggested by engineers and researchers. It then presents new Chazop methodology which is based on incident analysis. The final chapter presents reasons for failures in computerized systems, each of which is illustrated with an example. Most of the examples did not cause an actual safety problem, simply because they occurred within systems that are not safety-related. Some of these examples appear in the literature; others are from personal experience or from private communications.
